Normally the sealing element is placed near the ID of the gasket. Engineering studies have shown that placing the sealing element nearest to the ID is probably optimum. If the customer has a particularly bad finish on the flanges with a lot of pits and deep grooves, moving the position of the sealing element to match a better area of the flange is permissable and generally will solve a customers leak problem.
