The city councilors and the pope attempted to protect the Jews to calm people down and focus on praying instead of rioting. Even though the plague was affecting the Jews as well, they made for an easy target. Many of the Jews even confessed to poisoning the waters, albeit while being tortured. Some Christians even went as far as to say that they had found bags full of poison near many of the springs.
