Death penalty for rape of girls aged 12 and below: MP Assembly passes Bill •The Madhya Pradesh Assembly unanimously passed a Bill awarding death to those found guilty of raping girls aged 12 and below.•With this, Madhya Pradesh becomes the first State where those convicted of such rapes will face the gallows. •Introduced in the House by Law and Legislative Affairs Minister Rampal Singh, the Bill was discussed in detail and then passed by all parties, including the ruling BJP and the Opposition Congress. •The Bill will now be sent to the President for his assent after which it will become a law.

CURRENT AFFAIRS DECEMBER 2017 30 | Page 9004078746 [email protected]Rajasthan ordinance on immunity for public servants lapses •A controversial criminal law ordinance of the Rajasthan government, which gave protection to public servants and imposed restrictions on the media, lapsedafter creating a nationwide uproar. •The Bharatiya Janata Party government was forced to reconsider the new piece of proposed legislation. •The Criminal Laws (Rajasthan Amendment) Ordinance, 2017, promulgated on September 6, provided immunity to serving and retired public servants, judges and magistrates from probe and prosecution on complaints about their alleged offences without prior sanction by the authorities. •It also barred the media from reporting on such accusations till the sanction was given. •A Bill seeking to replace the ordinance was tabled in the state Assembly on October 23. However, the state government referred the Bill to a select committee of the House for its review following an all-round criticism. •After the Bill's introduction in the Assembly, the ordinance was valid for a six-week period, which ended. •The Rajasthan High Court is also seized of the matter, with its Jodhpur and Jaipur Benches having issued notices to the Centre and the state government on as many as eight writ petitions challenging the ordinance.
CURRENT AFFAIRS DECEMBER 2017 31 | Page 9004078746 [email protected]‘FRDI Bill does not adversely alter depositor protection'•In an attempt to clear the air about bank deposit protection under the proposed Financial Resolution and Deposit Insurance (FRDI) Bill 2017, the government said the provisions in the Bill did not adversely modify the existing protections granted to depositors at all. •It added that the legislation would be far more depositor-friendly than those in other jurisdictions.•"The FRDI Bill will strengthen the system by adding a comprehensive resolution regime that will help ensure that, in the rare event of failure of a financial service provider, there is a system of quick, orderly and efficient resolution in favour of depositors," the government said in a statement on Thursday.
