Vietnam should have the following orientations for building an effective measurement system: Firstly, it is necessary to ensure "balance" in the whole organization. Regarding financial orientation: It is necessary to set up a set of criteria for evaluating the efficiency of capital use for state enterprises and business units using state capital. For administrative and non-business areas, criteria for measuring the use of resources are needed.
