For example, earthquakes can cause ruptures to water and gas lines while electrical poles are knocked down causing citywide power outages. Being able to restore these utilities are important due to the fact that they are requirements for day-to-day living. We use electricity, gas, and especially water in everything we do. These necessities are not just required for families but are required for emergency services and other stakeholders to be able to accomplish their tasks effectively. Being able to provide, control, and restore utility services are the overall responsibilities of these stakeholder for the city of Hesperia. Community Involvement Community involvement is the bloodline of the emergency mitigation plan for the town of Hesperia, CA. The overall community is what this whole plan is directed for. When the community is involved, the best method to initiate this is to hold a meeting to let the community voice their opinions. The community can let the planning team know what they believe may need some adjustments and ask some questions as to why certain aspects of the plan are the way they are. The town of Hesperia does have their method to implement their plans within the 3

Benchmark – Implementation Plan community so that the plan can play with total effectiveness. Some of the towns methods to entice public involvement include collaboration with San Bernardino County on the efforts towards hazard mitigations. Some of the more modern implementation ideas include the use of social media. In this modern day, the world revolves around the technology we have in our hands and its capabilities. With social media, there are many ways to reach out to long lost friends and potential customers for a business. Through the use of social media, the town can do things such as polls, hold live videos of ongoing progress, and set out a calendar of the towns ongoing activities to get the public to come out. The city can hold events such as mock drills, emergency response training and certifications, and even seek collaboration with neighboring towns on the importance of emergency management. Community involvement does not only instill community members. The community also has its government officials, businesses, and emergency services. These community entities can also help plan implementation by advertising their roles in the town’s mitigation plan. As part of the community and stakeholders, they can also help by providing information and resources on how to get more information regarding the plan. With everyone’s involvement, there can be also be neighborhood – level disaster preparedness groups to further their abilities to know what to do when an emergency strikes. Local business and the recovery process Not all local businesses have the ability to play major roles like the bigger chains would.
