and peaceful coexistence (45). What is more, an open world elicits economic development, stimulates technological and knowledge transfer, and brings nations together. Secondly, there is emphasis on rule-based sets of relations. Legislation and organisations encourage collaboration while also creating capacities for countries to honour their domestic and global responsibilities.

International Relations 8 This is what Colebourne (2017) perceives as multilateralism—an institutional framework, which harmonises relationships between sets of states based on generalised ideas of behaviour (1). Subsequently, there is a belief that hegemonic order entails some type of security support. This included but formal alliances (NATO) and informal systems of shared security, which requires nations within this order to adopt strategies that improve their security. Fourth, hegemonic rule is founded on the notion that the global community is, as Woodrow Wilson stated, ‘corrigible’. It is possible to initiate international reform with the oversight influence of a hegemon. Taming of power politics is probable—to an extent—and nations can design stable relationships founded on the pursuit of joint gains. Lastly, empirical evidence outlines that it is expected that a hegemonic power can move nations in a reformist path, defined in terms of liberal egalitarianism ( Booth and Erskine 2016: 56). In particular, hegemons establish relations, protections, rights, and organisations, which enable nations to advance and grow at home. It is somewhat a reciprocal aid and protection community. Liberal Institutionalism Compared to hegemonic stability theory, which focuses on a single state in maintaining world order, liberal institutionalists posit that institutions are at the forefront in determining world order. As such, rather than hegemons benefit the world, it is organisations that provide the needed benefits ( Wigell 2016: 138). In this context, there is no hierarchical ranking of states – all states are rational actors that act independently but under the supervision of international bodies. To put this in perspective, the United Kingdom is an autonomous that has its own international affairs but its aid reach and global cooperation has been eased by agencies like the European Union, the United Nations, and NATO. This is the premise of institutional liberals, also known as liberal institutionalists ( Reich and Lebow 2014: 14). He correctly mentions that liberal

International Relations 9 institutionalists view nations as sensible egotists operating in a universe whereby bargains cannot be imposed hierarchically. In this regard, institutionalists contend that interstate collaboration can occur arise when nations have important mutual interests. While hegemonic theory overlooks the importance of global organisations in world politics (emphasising states’ powers and their “hard” interests), neoliberal institutionalists contend that although countries are important actors, there are institutions that have great influence on the actions of states. Although liberal institutionalists contend that the world order is anarchical, global organisations have minimising effects on this disorder. In accordance with
