After the preliminary report, NOAH AS, one of the Scandinavian market leaders has released a technical interview (NOAH, 2017) where substantially identifies similar technical perplexities, confirming our technical doubts on the project plan. 4.4 Possible difficulties and suggested solutions Numerous difficulties have been faced in order to prepare this dissertation proposal. The main ones have been related to: The number of sources and the confusion on where relevant documentation could be found; Fragmentation and complexity of the Norwegian System, incl. authorities involved in the decision-making process and in technical assessments; The excess of bureaucratic information; Lack of significant data on certain crucial aspects (that were not mentioned in the official EIA) disperse in a context of information overload; 23
International documentation in four languages; All problems have been overcome. The last remaining steps are the writing of the dissertation chapters (n. 2 to 5) as indicated on GNATT chart (Appendix 1). 4.5 Potential ethical issues The main ethical problem has been the disclosure of the analyses results on potential explosive atmospheres, not been not assessed by the official EIA. The risk was to generate panic between "the public", residents and media, or to expose workers to unnecessary risks due to a slower intervention by the authorities. 4.6 Suggested timetable and supervisors for the dissertation Suggested timetable for the dissertation are lised in the GNATT chart, Appendix 1.
