In a further example of collaboration, if the person has nobody to contact, then the Red Cross takes their place. The advantages for the authority are that the Council is likely to save on home care bills and referrals into residential care are expected to decrease or be deferred to much later than normal. (1) The County Council expects to save considerable amounts of money using this system compared to their previous care model. (1) The response from Telecare users and their families/carers has been universally positive and the Department of Health expects that correct use of Telecare can reduce emergency admissions to hospital by 15%, bed days by 14% and mortality rates by 45%. ( 15) (b) The leader has to recognise that there will be a range of reactions to any change and be prepared to deal with each. For many staff in the PSO, the move towards integration can be seen as a positive step to allow them to deliver better services, to free up their time to do more relevant or suitable work and to be part of a vibrant and effective service delivery. (1) For others, integration can be seen as a threat to established ways of working, to job security and to existing working relationships. (1) A good way to find out the range of reactions is to meet with all staff (if possible) and explain the proposed changes and the reasoning behind them and ask for feedback. (1) Asking teams or sections to select someone to be their Change Champion can be a good way to involve staff in the process and to include their suggestions and ideas. (1) Good change management emphasises the need for effective and timely communication. Leaders should design and implement a communication strategy and publicise this to all staff. The strategy should include a variety of communication methods, such as newsletters, meetings or roadshows. (1) Many theories exist to help leaders manage change and candidates can usefully refer to these and demonstrate their application. For example, Forcefield Analysis is a helpful tool as it involves identifying and analysing the factors for and against the change being proposed. (1) Through discussion with staff, leaders can find out the drivers for change and look to exploit those and also seek to address the barriers to change. Staff who can act as representatives of staff groups can be very helpful to leaders in identifying both the drivers and the barriers for change, as staff will often be more forthcoming to their peers than to those in more senior positions in their organisations. (1) Lewin's freeze model suggests that change involves a move from one static state via a state of activity to another static status quo -and all this via a three-stage process of managing change: unfreezing, changing and re-freezing. The freeze change model recognises that people like the safety, comfort and feeling of control within their environment. It also recognises that they derive a strong sense of identity from their environment. (1) Leaders might involve staff
