The IHRC requests the Government to provide in its periodic report information on to the extent to which it has incorporated the concerns raised by the Commission in its Observations on the General Scheme of the Immigration, Residence and Protection Bill 2006. 23 c. Work Permits The CERD Committee encouraged the State to ensure full implementation of legislation prohibiting discrimination in employment and in the labour market. 24 The CERD Committee also encouraged the State to review the legislation governing work permits. 25 The Co-ordinator on Follow-up welcomed the introduction of the Employment Permits Act 2006, but raised concerns regarding the remaining limits imposed on the mobility of workers, as the employees cannot leave their employment during the first 12 months. 26 The IHRC requests the Government to provide in its periodic report information on what changes have been introduced by the State to avoid limits imposed on the mobility of migrant workers in the workforce. d. Domestic Sector and Migrant Workers The Follow-up Co-ordinator raised concerns regarding the insufficient protections in place for the large number of domestic workers residing in Ireland. 27 In addition, the IHRC raised its concern about the exclusion of workers seeking employment in the domestic sector from the protections of the Employment Equality Act. 28 The Follow- up Co-ordinator also recommended that the State ensure better protection for members of this particularly vulnerable group of migrant workers. 29 The IHRC requests the Government to provide in its periodic report information on what measures the State has put in place in order to provide adequate protection for migrant workers.
