Policy makers wereproposing incentives to hospitals to reduce readmission rates by supplying direct financialincentives to hospitals taking part in the inpatient prospective payment system (IPPS). Duringthis process, the Hospital Readmission Reduction Program (HRRP) “required CMS to reducepayments to IPPS-participating hospitals with excess readmissions” (McIlvennan et al., 2015).This left the healthcare system to find a solution and move towards outpatient care rather thaninpatient care because it would reduce the chances of being penalized and paying a maximumpenalty of “1% for 2013, 2% for 2014, and 3% for 2015” (McIlvennan et al., 2015). Someprocedures that required overnight monitoring were now being switched to outpatient servicesthat were considered safe and thanks to the advancement of technology enabled the transitionfrom inpatient to outpatient. Many hospitals have invested a large amount of time and money toimplement a variety of general transitional care interventions and moved to facilitate moreservices to their patients by arranging discharge follow-up, reconciling medications, partneringwith local hospitals or care facilities, and performing follow-up phone calls.In today's world, there are continuous challenges for healthcare providers being created,and one challenge depends on who is in office and what the next mandate would be for healthcare industry. President Trump wants to reverse some policies in the ACA Act where he wants togenerate block grants and make cuts to Medicaid. Some of his reversals are good, but some arebad and will pose more problems to the ever-changing health care industry. Now that PresidentBiden is in office, he wants to overturn Trump policy and reenact the polices Trump took out.This constant back and forth of adding and taking out does not help it just keeps adding to thechallenge.Healthcare Organization
