You have the cost of recruiting and training. But you also have the possibility that the new hire might not be a good fit for the company. When you put a new external hire into an established department, the employees have to take time away from their own work and show the new person the ropes, there for that takes time away from them focusing on their work and less get done. The company can lose money.
