What were concrete symbols of their power? What were their overall achievements and what were the tragic flaws of Absolutism? What did Hobbes have to say about absolutism? Answer: Absolute monarchy in France slowly emerged in the 16 th century and became firmly established during the 17 th century. Absolute monarchy is a variation of governmental form of monarchy in which the monarch holds supreme authority and where that authority is not restricted by any written laws, legislature, or customs. In France, Louis XIV was the most famous exemplar of absolute monarchy, with his court central to French political and cultural life during his reign. Until 1905 the tsars and Emperors of Russia governed as absolute monarchs. Ivan the Fearsome was known for his reign of terror through oprichnina. Peter I the Great reduced the power of the Russian nobility and strengthened the central power of the monarch, establishing a bureaucracy and a police state. This tradition of absolutism, known as Tsarist autocracy,

was expanded by Catherine II the Great and her descendants. Although Alexander II made some reforms and established an independent judicial system, Russia did not have a representative assembly or a constitution until the 1905 Revolution. However, the concept of absolutism was so ingrained in Russia that the Russian Constitution of 1906 still described the monarch as an autocrat. Russia became the last European country (excluding Vatican City) to abolish absolutism, and it was the only one to do so as late as the 20 th century (The Ottoman Empire drafted its first constitution in 1877). Absolutism could be viewed as an improvement over the old systems in Russia and France due to the fact that citizens had more freedoms and the wealth gap was made less big between royalty and regular citizens. Peter I of Russia accomplishments were vast, but his most prominent accomplishments were that he initiated Russia’s Westernization through his internal reforms, he enhanced Russia’s economy by industrial growth, he improved education through sweeping educational reforms, he introduced the system of table of ranks to do away with hereditary nobility, he established the governing senate in 1711, he established the head magistrate as part of his judicial reforms, he introduced a new and improved administrative system in Russia, Peter the Great initiated Russia’s ascendancy as a maritime power, he modernized the Russian army and built a strong Russian navy, and lastly Peter I expanded the Russian Empire and made Russia a leading European power. Louis XIV of France had many accomplishments but his most notable accomplishments as compared to Peter I of Russia are as follows. He implemented reforms which improved commerce and trade, more efficient taxation was introduced, he formed legally irregular France through his code Louis, Louis XIV encouraged the
