Southerners to be punished if they joined the Union again. The new president Hayes took over and removed the troops from the South. Protection for pro- republican and African-American voters ended. Southern Democrats Wanted to remove troops from the South and have a Southern democrat representative in the house. Hayes took into account their request and removed the troops and gave the Southern democrats a representative in the cabinet. The policy on reconstruction came to a halt after the removal of the troops from the South.
