It covers the issues related to effective communication strategy. Priority 1.4: Financial market stabilization. FSC will be a foundation ensuring financial market stability. Main objective is to establish additional liquidity, risk exchnage platform, development of financial services, participants skills and financial education of consumers, competitive environment on the financial system, integration with international financial markets and financial markets deepening. Strategic target 4: Favourable business environment development Azerbaijan had achieved a great success in all categories in transition to a market economy and officially announced the completion of the process in 2010. Now we put an increased focus on achieving desirable quality of a market economy. One of the key lessons of the past 25 years is that transition is not only about buidilng markets. Modern markets rely on efficient state institutions. Market and state are nor substitues, they complement each other. In order to build a well-functioning market economy we should not minimize the state; instead, we should improve the quality of both state and market institutions. The role of state in Azerbaijan in a new economic paradigm requires further improvement of the business environemnt in order to encourage private sector investments in non-resource economy. Priority 4.1: Strengthening a leading role of the government in the development of favorable business environment. Complex and consistent measures has been undertaken by the state to develop the state&entrepreneurship relationship, enhance competition capacity and export opportunities, ensure to access foreign markets, develop state support and promotion arrangements for entrepreneurs, prevention of illegal interventions and artificial obstacles to entrepreneurial activities, decline the human factor in the state&business relationship, provide electronic state services in accordance with international standards, increase mutual trust between taxpayers and tax authorities. To ensure sustainability of expedited development achieved during last years in the area of entrepreneurship; to strengthen competition capacity; and to further improve the position of Azerbaijan in international ratings . The State Commission for Favourable business environment development and improving the position of Azerbaijan in international ratings was established with the order of President onm 13 th July 2016.

Action 4.1.1: Development of the free competition environment. Perfect competition legislation; its enforcement; competition authorities operating in an effective and indipendent manner; preventing monopoly. Action 4.1.2.: Promotion of an effective tax system. Improving tax administration. Increasing tax revenues thorugh the enhancing of tax base. Action 4.1.3.:Improved flexibility and efficiency of public services. E-government services will be further enhanced. The state supports the development of digital economy through roll-out of e-payment, e-tax, and e-intellectual management. The number and coverage of one-stop public service centers of ‘ASAN Xidmet’ will be increased.
