Intelligence Preparation of the BattlespaceThe GEOINT estimate will support initial intelli-gence estimates and collections, production, anddissemination planning for the IPB process duringinitial planning. Identification of the area of oper-ations (AO) and area of interest (AOI) is criticalfor prioritization, intensification, and value-adding to meet mission-specific requirements. The IPB process analysis and production timelines require that the estimate identify potentialobjectives, intelligence requirements (IR), andspecific EETIs. This ensures that tailored prod-ucts are available to support all MAGTF planningand decisionmaking requirements. Distributive and Collaborative Production Network The GEOINT estimate will provide critical intel-ligence to support the development of the geospa-tial information infrastructure in support of theMAGTF. This will allow the MAGTF plans staffand intelligence battalion to identify key MAGTFcommunications and information systems require-ments and to coordinate collaborative supportfrom other GEOINT assets (e.g., geospatial analy-sis branch) as well as the national productionnetwork.
E-2____________________________________________________________________________________________________ MCWP 2-12.1Risk Mitigation and Assessment Within the joint GI&S community, risk mitigationencompasses activities accomplished early in de-liberate planning. Only when an operation plan isactivated will National Imagery and MappingAgency (NIMA) conduct a risk assessment to ap-prise the supported combatant commander of thepertinent GEOINT production plans and activitiesstatus. The GEOINT estimate provides a process for theMAGTF G-2 staff and intelligence battalion toperform a risk assessment for each COA based onavailable GEOINT. Mission success or failure de-pends on the types of GI&S data available forspecific missions and systems used in theMAGTF. Availability of GI&S products is evalu-ated based on the following priorities and readi-ness levels. Priorities This process is used to determine an appropriatelevel of readiness required for the plan based onlikelihood of execution and calculation of prepa-ration times based on MAGTF IRs and indica-tions and warning. l Priority 1. GEOINT data and product unavail-ability will prevent performance of mission. l Priority 2. GEOINT data and product unavail-ability will significantly impact performance ofmission.l Priority 3. GEOINT data and product unavail-ability will have minor impact on performanceof mission. Readiness Level The GEOINT estimate is a planning tool whichthe MEF G-2 and intelligence battalion uses todetermine how much effort is required for a par-ticular OPLAN to meet MAGTF requirements. This information is articulated to the joint taskforce or combatant command’s GI&S officer andother intelligence personnel using the followingGI&S readiness levels:l C-1. All required products and informationmust exist as standard or substitute productsand information. All products can be made ade-quate and delivered within the time required forthe plan.
