The accuracy of a PGM against a fixed target through cloud is not significantly diminished and on days where there is low cloud it is important to remember that a PGM dropped from less than 10,000 feet takes on all the characteristics of a ‘‘dumb’’ bomb. NATO’s Rules of Engagement privileged visual contact with all but well-known fixed targets. This reduced the level of bombardment on cloudy days but did not halt it. 109. Gunn After some two and a half years’ stewardship under UN auspices, East Timor was admitted to the UN General Assembly as its 191st member on 20 May 2002. The international humanitarian rescue and rebuilding of East Timor is seen by some as a model for future interventions, just as the East Timor case also starkly illustrates the tension between geo- strategic perspectives and the possibilities of an ethic of global solidarity.
