CCTV camera inspections are carried out by a small remote controlled car fitted with a camera inside the stormwater pipe. The camera on the remote controlled car allows the inspector to record inspections, in a digital format, to be kept as a permanent record. As the camera moves up the pipe internally, the inspector undertakes a visual inspection while viewing the images and reports defects and provides photographs. Due to the extensive stormwater pipe network the City owns, some 720 kms the exercise of undertaking CCTV inspections is a costly one and will take decades to undertake visual condition assessments of the entire stormwater network. Therefore, when determining the condition of the City’s stormwater assets a mixture of methods and methodologies is required. These include a visual inspection of ground level pits, culverts and a percentage of the network each year for stormwater pipes. In addition to completing visual inspections of drainage assets capacity analysis is underway to confirm network capacity. This is looking at the catchment area and increased infill placing additional pressure on the stormwater network. This project is underway and identified as a knowledge gap that is being filled. 4.1 Why do Stormwater Assets Deteriorate? There are many reasons why stormwater assets fail, not meeting current performance standards and community expectations. Among the most common are the following: The initial design was inadequate. Usually because the design engineers at the time did not have current design modelling, standards and tools; The structural integrity of the stormwater pipe has deteriorated, impacting hydraulic capacity; Encrustation, sedimentation, or root intrusion, reducing the hydraulic capacity; and In fill development of suburbs within the municipality have grown considerably over time and increased stormwater captured.

4.2 Strategic Inspections It is envisaged that the City will endeavour to undertake proactive inspections stormwater assets on the following cycle. Asset Type / Component Inspection Type Comments Pipes CCTV condition inspection of 5% of pipe network (Inspections to exclude locations which have been identified via customer complaints). Pipes for selection should be prioritised based on their hierarchy. Then ongoing programme to inspect the entire network over 25 years. Selection of sample covered age, material, location, and other unique attributes. Ongoing inspections will be prioritised from the results of the modelled sample. Nodes The condition as identified via the annual maintenance proactive inspection should be allocated to each node. Contractors carrying out twice annual cleaning of nodes are recording photos of assets, which are then condition rated by the City’s officers GPT’s The average of the planned maintenance inspections should be utilised to allocate and overall condition index on an annual basis.
