At the simplest of levels, procurement is not more than sourcing, but as the size and complexity of the organization increases, procurement eventually becomes more different from simple sourcing. It is clear that sourcing is a subset of a more significant process of procurement that includes a lot of activities including acquisition. The acquisition covers the conceptualization, design, initiation, testing, development, contracting, deployment, production, logistics support, modification and disposal of weapons and other systems and supplies or services to meet and satisfy organizational needs intended for use and support of defined missions ( Reis, & Cabral, 2015). The process of acquisition is defined by series of phases during which technology is established and matured into viable concepts which are developed for production, after which the systems produced are supported in the field.

PROCUREMENT 3 The process of acquisition involves four phases of development. Firstly, the concept and technology development is intended to explore alternative concepts based on assessments of operational needs, technology readiness, risk and affordability ( Flynn & Davis, 2015). Secondly, the concept and technology development phase begin with concept exploration where concept studies are undertaken to define alternative concepts and to provide information about capability and risk that would permit an objective comparison of competing ideas. Thirdly, the system development and demonstration phase could be entered directly as a result of a technological opportunity and urgent user need, as well as having come through concept and technology development. Finally, the most extended phase is the sustainable and disposal phase of the program. In this phase, all necessary activities are accomplished to maintain and sustain the system in the field in the most cost-effective manner possible. The process of acquisition allows a given system to enter the process at any of the developmental phases. For instance, a system using unproven technology would probably enter at the beginning stages and proceed through an extended period of maturation of technology. On the other hand, a system based on mature and proven techniques might enter directly into engineering development or even production.
