Piggy is saying that Jack is jelious and that he cant stand not being in power. that when he gets mad he reverts to violence. Jakc is just afraind enought of Ralph that he wont do anything to him. Jack is able to victimze others so easliy because victimization is east when no one is around to control it. It no one stands up for the weak link or the piggys all of them will die off
