When the German Nazi forces defeated France in 1940, they divided the country into the northern zone and the southern zone. Vichy was the unoccupied southern area of France until 1942 when Germany occupied both the north and the south. The play takes place in 1942. The title deliberately belies the seriousness of what was happening in Vichy France at this time.
