  • In December 1997 the Kyoto Protocol was adopted as part of the United Nations Framework Convention on Climate Change (first established in 1992).
  • Once 55 countries—both developed and developing—ratified the agreement, including the countries making up the European Union, the protocol went into effect in 2005.
  • The goal of the protocol was to reduce greenhouse gas emissions in member countries to at least 5 percent below 1990 levels, by the period 2008 to 2012.
  • Various mechanisms were employed to reduce emissions, including joint development ventures and projects in developing countries carried out by developed countries.
  • The United States ultimately chose not to join the agreement when certain other large greenhouse gas producers—particularly China—were not included.
  • In 2012 the Kyoto Protocol was extended to 2020 with higher emission reduction goals. However, the treaty was eventually replaced by the Paris Agreement, scheduled to go into effect in 2020.
