To give measure for measure means to pay someone back exactly, whether returning a good deed or avenging a wrong. This biblical saying comes from the Gospel of Matthew in which Jesus warns his disciples not to judge one another. "For with what judgment ye judge," he cautions, "ye shall be judged: and with what measure ye mete, it shall be measured to you again." In other words, those who judge others harshly will themselves be judged harshly, and those who are lenient will find leniency. Angelo, the play's strict judge, gives harsh sentences that seem out of proportion to the crimes committed.
