    Foraker Act

    Definition:

    1900 United States established a government in Puerto Rico, to which the president of the United States appointed the governor and the Executive Council. The House of Delegates and the resident commissioner were to be elected by popular vote. Puerto Ricans became the “people of Puerto Rico” not being U.S. citizens nor having a free nation. The resident commissioner’s job was to present the island’s view on issues in the U.S. House of Reps., although he could not vote. Circuit Court of Boston named high court for the island. Puerto Ricans saw this as slap in the face. They hoped when the U.S. took over the island its people would be able to decide their own political destiny with a plebiscite.
