Explanation

When we have substituted benzenes,

Ortho-substituted benzenes, their substituents are in the "1,2" position

Meta-substituted benzenes, their substituents are in the "1,3" position

Para- substituted benzenes, their substituents are in the "1,4" position.


Thus in this case the substituents are in the 1,3 position, they are meta substituted.
