I believe that the PR function should be measured and taken as serious as any sales and marketing effort. In a way, you can measure the effects of PR by focusing on the overall customer experience, for example; in my organization we measure our overall efforts by generating a automatic survey when ever a receipt is printed. this allows the customer to give us their overall feedback on the store status, cleanliness and their overall experience during their visit.
We can create the same measure, when it comes to feedback for PR campaigns. you can begin by focusing on focus groups, general surveys and the overall measure of sales success due to specific target marketing efforts.
