Place foreign keys into child tables. Use the Relationship Builder tool and create the relationships. You do not have to enter the data! Though it may help you understand and validate your design. Do not worry about formats, inputs masks, etc. Just the data type is important. All fishermen within the region must have a valid license to fish. Record all licenses of a fisherman in the past.
