Sutherland's broad definition of criminology includes a critical examination

of the criminal justice response to crimes. Following the spirit of his definition, how should we fashion and refashion our criminal justice system in response to the threat of terrorism in the United States? Should we increasingly delegate the responsibility for investigating and combating terrorism to local law enforcement agencies? How, then, do we control the flow of intelligence data?
