Organic Chemistry Nucleophilicity:

For each of the given pairs of nucleophiles circle the one that would give a better bimolecular substitution reaction (SN2), if all other conditions were the same. Then give a brief phrase describing the chemical principle that makes it better reaction. (e.g. aprotic solvent is preferred since looser solvation shells permit the nucleophile to approach). Note: Because it gives Sn2 on the table isn't sufficient.
