Urban Economic Final Policy Memo To: Atlanta Legislature From : Xin Ge Subject : Remedies to alleviate the problem of Urban Sprawl in MSA Atlanta Date : Fall 2017 Atlanta is the largest metropolitan area in the Southeast, home to 5.2 million people. Atlanta have the fastest population growth rate in southeastern 1 . There are no large bodies of water or mountains to limit the city’s expansion. Based on the report released by the Smart Growth America , Atlanta is one of the most sprawling metro regions in the US. (See Table 1) The growing problem generated by Sprawl in Atlanta must be addressed in order to preserve the life quality for Atlantic citizens. Findings and Problems Brueckner defines the urban sprawl as an excessive spatial growth. However, what circumstance could be considered as “excessive” seems ambiguous. Sprawl is not just about too much growth but it is also about too little growth in many parts of the region. 2 According to the research by Bruce Katz, 2 the growing problems generated by Sprawl are as follows: 1) Uneven growth of population and development has put enormous pressure on the infrastructure and natural resources of northern metro and suburban area. 2) Shortage of affordable housing and traffic congestion in city center. 3) Many of the largest job center in the Metro Region are not served by public transit. Affordable Housing Expanding the provision of affordable housing units to low-income in conjunction with diverse development in Southern Atlanta. The spatial distribution of affordable housing plays a vital role in shaping metropolitan growth patterns. Atlanta city agencies should cater to the media-income and low-income residents, implement an intensive affordable housing agenda that take control of the housing market by using tax incentives and rent-subsidies to provide deeper level of housing affordability in the Southern Atlanta. A probable case worthy of learning would be the MIH 3 program in New York City. Developers are regulated to provide extra affordable housing units in exchange for an extra Floor area ratio or by receiving the funding subsidy from the city. The provision of deeper level affordable housing units is expected to give incentives to those middle-income and low-income individuals to move closer to the southern Atlanta. (See Map 1) The inflow of resident to the city center would reduce the urban sprawl at last Transportation Bus Rapid Transit. According to the urban economics lecture I learned in NYU Wagner, given that Atlanta and Barcelona have the same population, 20 percent of trips in Barcelona are walking, but that not even recorded in Atlanta. Generally, transit stops need to be within 10 minutes’ walk of homes, 60% of residents in Barcelona lives within 600m of subway station while only 4% of residents lives within 800m of station, which means that Atlanta would have to build 2800 new metro stations to reach a same accessibility to Barcelona. Don’t know how to write next. Imposing Congestion Toll. The metropolitan Atlanta region has more than 16000 miles of roads, the second-highest number of miles per capital of any metropolitan area in US. Despite this abundance of roads, Atlanta yet has the fifteenth-worst traffic congestion in the country. 4 2
